Meet the CERT Leadership
The USF Community Emergency Response Team (CERT) is led by a dedicated group of leaders who coordinate training, outreach, and activation activities in collaboration with university and community partners. These student leaders manage team operations, recruitment, and preparedness initiatives that strengthen campus and community resilience. Supporting them is a team of experienced advisors who also serve as CERT Instructors, providing mentorship, technical guidance, and instruction to ensure training aligns with FEMA standards and local emergency management priorities. Together, the leadership team and advisors work to empower volunteers with the skills, confidence, and readiness needed to assist during disasters and emergencies across the Tampa Bay region.

Founder & Director
Elizabeth A. Dunn, MPH, CPH
Elizabeth received her Master of Public Health (MPH) from the University of South Florida in Global Disaster Management and Humanitarian Relief. In 2013, she was invited to teach at USF as an instructor for the public health undergraduate program in homeland security & emergency management. She is currently pursuing her Doctor in Public Health (DrPH) degree in Public Health Leadership.​ ​In 2013, Ms. Dunn started training students, faculty, and staff in the FEMA Basic CERT in an effort to bring CERT to the university. She now serves as a FEMA CERT Instructor, Train-the-Trainer for future CERT Instructors, and organizes HSEEP compliant exercises in Hillsborough County. In addition, she is a Shelter Manager, a Disaster Action Team (DAT) Lead, and Hands-Only CPR Lead Trainer for the American Red Cross. She serves as the Vice President of the Board of Directors for the Refugee and Migrant Women's Initiative (RAMWI) and serves as the faculty advisor for the USF Red Cross Club, United Nations Association, and Global Health Student Association.

Senior Deputy Director
Hannah Mammen
Hannah Mammen is a second-year MPH student concentrating in environmental and occupational health. Hannah has a Bachelor of Science in Public Health with minors in both Environmental Health and Community Engaged Homeland Security & Emergency Management. She began her affiliation with USF CERT in the Spring of 2023 and has been an active member ever since. In Fall 2024, Hannah became the USF CERT Public Information Officer. With this role, she created a safety campaign, “Hurricane 101,” during the 2024 hurricane storm season, while helping coordinate volunteer response. The University of South Florida Center for Leadership & Civic Engagement recognized her achievements, awarding her the “Volunteer Standout Performance of the Year Award,” and she also helped USF DAHR receive the “Outstanding Student Organization Collaboration Award.” Now as Senior Deputy Director, Hannah looks forward to bringing new initiatives and ideas to create more traction and community engagement for both the University of South Florida and the Tampa Bay region.

Junior Deputy Director
Anahita Tyagi
Anahita Tyagi is a first-year Biomedical Sciences student at the University of South Florida. She is
originally from New Jersey, where she was a junior firefighter and EMT, still working as an EMT.
Anahita joined the USF CERT team in Fall of 2025, becoming Junior Deputy Director shortly thereafter.
Beyond CERT, Anahita engages in disaster research with Elizabeth Dunn, MPH, CPH, understanding the
importance and effects of disaster management protocols and response on the population. After
completing her B.S. degree, Anahita aspires to attend medical school and explore specialties in
emergency medicine, critical care, and trauma surgery, combining her experience as a first responder
with medicine.

Public Information Officer
Sasha Mosich
Sasha Mosich is a second-year MPH student concentrating in epidemiology. She received her BSPH from the University of South Florida in 2024. Sasha began her affiliation with CERT in Spring 2023. She became a Media Officer in Fall 2024, and subsequently the Public Information Officer in Summer 2025. Beyond CERT duties, Sasha specializes and engages in GIS research. Upon graduation, Sasha intends to pursue a PhD in epidemiology.

Carla Handal
Carla Handal earned her Bachelor of Science in Biological Sciences from Florida State University in 2024. Driven by a lifelong passion for public health and community service, she is currently pursuing a Master of Public Health at the University of South Florida’s College of Public Health. In her first semester in Tampa, Carla began collaborating with Elizabeth Dunn, MPH, CPH, on research examining social vulnerability and community responses following Hurricanes Helene and Milton. This project allowed her to engage in meaningful conversations with key community partners and explore the intersection of disaster recovery and public health. Beyond hurricane response, Carla has also contributed to implementing community nutrition interventions in East Tampa. Upon graduation, she plans to attend medical school to become a pediatric primary care physician, where she hopes to integrate her public health and clinical training to improve outcomes for underserved communities.

Public Health Preparedness Director
Rachel Kehoe
Rachel Kehoe completed her Bachelors of Science in Public Health with a concentration in Infection Control in 2021. Using her education and experience from volunteering during the height of the COVID-19 pandemic, she went on to work in community outreach for the Tampa Metropolitan Area YMCA before pivoting to disease surveillance at the Florida Department of Health in Hillsborough County. During her time at the health department, she has had the opportunity to work with special needs shelters and incident command.
Rachel is currently pursuing a Masters in Epidemiology and Global Communicable Disease and intends to work on developing the new Student Outbreak Response Team (SORT) alongside her studies.

Hooriya Siddiqui
Meet Hooriya Siddiqui, a sophomore at the University of South Florida (USF) pursuing a Biology degree with a focus on medicine. With a passion for pediatric oncology, Hooriya aspires to attend medical school after graduation. Their journey is marked by a dedication to both academic excellence and hands-on experience, evident through certifications such as CERT, Biotechnician Assistant, and Seizure Plus First Aid certified. Hooriya embodies a commitment to educate and give back to the community as well through volunteer work and being a leader.

Health & Medical Director
Matt Stephen
Matt is an emergency services professional with a strong background in fire rescue, EMS, and technical rescue operations. His experience spans roles as a firefighter, EMT, and fire police officer, with additional specialization in technical rescue. As a radio operator for HCFR under ARES/RACES, he has supported multiple hurricane deployments, providing critical emergency communications during disaster response operations. In his Coast Guard Auxiliary work, Matt currently serves as a Unit Commander, Emergency Management staff member (Incident Command & GIS Analyst) for post-storm damage assessments, TCO (Radio Operator), and Surface Operations crew member supporting SAR calls, patrols, and standbys. He also assists in Air Operations support, working with MH-60 units at AIRSTA Clearwater.
Beyond that, he is a Rescue Diver working toward Public Safety Diver certification. Matt began volunteering with CERT during the COVID-19 pandemic, completed CERT Instructor training in 2022, and has since served as an evaluator for numerous Mass Casualty Incident (MCI) exercises. He holds a B.A. in Sociology and is passionate about emergency management, interagency coordination, and disaster response communications.

Public Health Advisor & Instructor
Katherine Patino
Kat received her Bachelor of Science in Public Health with a concentration in Community Engaged Homeland Security and Emergency Management from the University of South Florida. During Hurricane Irma and Hurricane Ian, Kat served as a Shelter Manager, serving the county as a member of CERT. She also assisted in deploying special needs shelters during Hurricane Ian. Currently, she works as a Program and Outreach Administrator at Refugee and Migrant Women’s Initiative, which focuses on empowering and supporting the refugee and migrant population in Tampa Bay. She plans on pursuing an MPH in the Global Health Practice in Fall 2024.

Maria Paula Ibarcena Woll
Maria Paula Ibarcena Woll earned her Master of Public Health (MPH) in Global Epidemiology from Emory University in Atlanta, Georgia, where she also completed a certificate in Infectious Disease Epidemiology. She holds a Bachelor of Science in Public Health with a minor in Community Engaged Homeland Security and Emergency Management from the University of South Florida. Maria Paula currently serves as a Public Health Planner with the Florida Department of Health in Manatee County, where she contributes to emergency response planning, health education, and community resilience initiatives. She is also a CERT Instructor, teaching CERT Basic Training and assisting with health and medical response training for lay responders. Before moving to the United States to further her education, Maria Paula attended medical school in Peru, where she developed her passion for global health, epidemiology, and community-centered emergency preparedness.

Public Health Advisor & Instructor
Jay Rajyaguru, MPH, CPH
Jay Rajyaguru is an alumnus of the USF College of Public Health with his Bachelor of Science in Public Health (BSPH) with a minor in Homeland Security and Emergency Management. He completed his Master's in Public Health (MPH) with a focus in Global Disaster Management, Humanitarian Relief, and Homeland Security in December 2024. Jay serves as the Regional Director of Public Health Preparedness at the Florida Department of Health for Region IV. Jay is a certified FEMA CERT Instructor, Incident Command System (ICS) Instructor, and has been with the CERT program since Fall 2016 and remains an active supporter of the USF CERT program serving on the board as an Advisor. He is an American Red Cross Shelter Manager, Hands-Only CPR Instructor, and a certified Stop-The-Bleed Instructor.

Emergency Management Advisor & Instructor
Kelly Knigge
​Kelly received his Master of Arts in Emergency Management and Homeland Security from Arizona State University. He also holds a Bachelor of Science in Public Health (BSPH) with a minor in Homeland Security and Emergency Management from USF. Kelly works as an Emergency Management Coordinator for Tampa Electric Company. Kelly’s experience includes being a medic in the Army National Guard, as well as a supervisor for a private ambulance company. Kelly volunteers as an Emergency Medical Technician and is on the board of directors for the Sun City Center Emergency Squad. Kelly is a certified instructor for the FEMA CERT, Stop-the-Bleed, Emergency Medical Responder, CPR and NAEMT courses. Kelly serves on the Higher Education Committee for the Florida Emergency Preparedness Association (FEPA) and is working towards his Florida Professional Emergency Manager (FPEM) certification. Kelly has been a member of USF CERT since 2014.

Instructor
William Howe Jr.
William “Bill” Howe is a dedicated public safety professional with over 27 years of service as a Firefighter and REMT-Paramedic. After several years in the U.S. Navy, Bill continued his commitment to protecting others through a lifelong career in emergency response, preparedness, and public health. He holds an Associate of Science in Emergency Management and Homeland Security and a Bachelor of Applied Science in Public Safety Administration with a concentration in Fire Administration. Bill is currently pursuing a Master of Public Health in Global Disaster Management, Humanitarian Relief, and Homeland Security (GHH).

Throughout his career, Bill has supported multiple hurricane deployments within and beyond the State of Florida, as well as wildfire and COVID-19 response operations at both state and federal sites. He serves as an EMT-B Instructor, CERT Instructor, and Field Training Officer for Paramedics with the Sarasota County Fire Department. Bill has also completed the FEMA Professional Development Series, further strengthening his expertise in emergency management and coordination. In his current role as Logistics Coordinator for the Tampa Bay Health & Medical Preparedness Coalition, Bill plays a vital role in enhancing regional preparedness and resilience through training, coordination, and resource support that safeguard the health and safety of communities across Florida.

Meet The DAHR Officers
The Disaster and Humanitarian Relief (DAHR) Student Collaborative is the official student organization at the University of South Florida that fosters education, engagement, and leadership development in global disaster management and humanitarian response. DAHR focuses on the humanitarian and educational dimensions of preparedness, connecting students to opportunities that explore global crises, public health emergencies, and community resilience. Through service-learning, research, and outreach, DAHR empowers students to engage with complex humanitarian challenges both locally and worldwide. The CERT program is a collaborative under the DAHR Student Collaborative despite operating under the Hillsborough County Office of Emergency Management—creating a bridge between university engagement and community-based emergency management practice.

Esmeralda Moran
Esmeralda Moran is a Master of Public Health student at the University of South Florida (USF), concentrating in Healthcare Organization and Management. Before attending USF, she earned her Bachelor of Science in Biology from Florida State University. Esmeralda became involved in disaster research with Elizabeth Dunn, MPH, CPH in Fall 2024, an experience that ultimately led her to join USF CERT, where she began serving as Secretary in Spring 2025. Through her work in both disaster research and CERT, Esmeralda has gained valuable insights into the importance of preparedness, communication, and teamwork in addressing public health challenges. Outside of CERT, she has contributed to projects with the Trauma Survivors Network, creating deliverables designed to enhance engagement and support for survivors. After completing her MPH degree, Esmeralda will continue her training in medical school, where she looks forward to building on her public health foundation while exploring potential specialties in pediatrics, obstetrics and gynecology, and emergency medicine.
